Preheat the oven to 375 degrees and coat the pan with cooking spray.
In a large bowl combine the oil and both sugars. Add the eggs, vanilla and milk. Whisk together. Add the flour, baking soda and salt. Stir until incorporated. Fold in the chocolate chips.
Fill the pan evenly and bake for 20 minutes.
Notes
My cakes baked fairly high so once they cooled for 10 minutes I took a serrated knife and took the tops off while they were still in the pan. My kids loved the little pieces in their lunches.
